What is the difference between the CDX ESA (Electronic Signature Agreement) and NetDMR SA (Subscriber Agreement)?

The CDX Electronic Signature Agreement (ESA): 

Establishes the CDX registrant's identity and the registrant's relation to any entity for which the registrant will submit electronic documents, with evidence that can be verified by information sources that are independent of the registrant and the entity or entities in question and that would be sufficient to identify the registrant as the signature holder for purposes of supporting litigation.


The NetDMR Subscriber Agreement (SA):

Establishes the signatory privilege for a specific NPDES permit in NetDMR. Any facility or permittee staff responsible for signing and submitting DMRs on behalf of an organization must submit a subscriber agreement to the RA that administers the particular NPDES permit.
